The FMA Alphabet: Q is for Quarantine Flag.

The yellow signal flag representing the letter Q is used to signal that a ship or port is free of disease either after an outbreak or after being inspected by health officials when there is a fear of disease. When a ship or port is under quarantine the yellow and black checked flag for L is flown. While today many other forms of communication are used by ships and harbour masters, you may still see the yellow flag flying to indicate that a newly arrived vessel has been confirmed as disease free.
